Partnership in the implementation of EU funds - recommendation

SFteam formulated recommendations for the effective application of partnership principle in the implementation of programs funded from EU Structural and Cohesion Funds. This document shows NNO view on needed changes within partnership principles according to EC regulation 1083/2006 and their affective excercising.

In late 2008, SFteam for Sustainable Future performed a research in seven Central and Eastern European countries on the implementation of partnership in the programming, monitoring and implementation of Structural and Cohesion Fund programmes. The research and the subsequent analysis indicates various problems with the involvement of NGOs and other socio-economic partners in programming, implementation and monitoring of Structural and Cohesion Funds in new Members States. This document shows NNO view on needed changes within partnership principles according to EC regulation 1083/2006 and their affective excercising. Practical experience from several countries shows that NGOs’ efforts at national level in promoting these recommendations is not successful if there is no clear guidance from the EC. Therefore we urge the European Commission to adopt this proposal, incorporate it in the new regulations for 2014–2020 and promote it at the level of member states.
